This looks like a still from a Japanese film from the 60s (the figure even resembles an actor whose name I can't recall). Possibly a Suzuki or Imamura film.

The pictures in the background are from Godard's Une femme mariée, released the year before.

The two girls who are running and the one at the left caught mid-twirl could be viewed as "flaws" in the photograph. Instead, they provide life to it. If all the children were caught in static poses, it would seem drab. The "flaws" make it something with vibrancy.

A similar photo of adults would likely have a kind of direction-ness to it that this photo of playing children doesn't. These young humans are merely enjoying being alive, and they aren't on their way to any particular place.
